The activities within this theme aim at increasing gender awareness of the participants and will provide an understanding on how to improve gender aspects in good governance initiatives of both state and non-state actors. Capacity building is offered through two workshops (with the same content). The target groups for the workshops will be representatives from civil society organizations thatimplement social accountability and good governance initiatives, and representatives from DFGG implementing state agencies. One part of the training will focus on gender sensitization/awareness raising. The more practical parts of the training will focus on a) how to improve and assure gender equality and women's participation when implementing social accountability and good governance initiatives; and b) how to improve gender aspects and gender mainstreaming in planning, monitoring and evaluation (PME).

Expected outputs and outcomes


  • Increased recognition of state and non-state actors about the importance of addressing gender inequality in their operations
  • Increased use of reflective practices amongst civil society and government, to develop a gender responsive approach to social accountability

After the trainings the participants should have:

  • Increased awareness on gender issues
  • Developed practical skills on how to address gender issues when implementing or planning social accountability and good governance initiatives.

Subject description
The workshops will build on the active involvement of participants. Throughout the workshops the facilitators will use a participatory approach to ensure that participants are reflecting on their own perceptions and values, while also learning from each other. The workshop curriculum is outlined below, but in development of the detailed plan the sessions on "reflective practices" may be modified for the second, higher-level group of participants.

Gender Awareness:The first part of the workshop will introduce central concepts of gender theory and encourage the participants to reflect over, and challenge, their perceptions of gender, and gender equality. Examples of topics to be addressed during this session include: concept/definition of gender; perceived roles of men and women in Cambodian society; how the socially constructed roles of men and women affects the formation of society; and obstacles that exist that hinder women to participate in society and politics on equal terms as men.The facilitators will use Cambodian society as the entry point for discussion.

Reflective Practices implementing: the second part of the workshop will look more closely at: a) how gender aspects and women's participation can be improved when implementing social accountability and good governance projects/initiatives, and b) gender mainstreaming in relation to the PME cycle. That is, how concerns and experiences of women, as well as of men,are made integral parts of the design, monitoring and evaluation of policies and programs.

Target Audience
Target audiences
- Staff from NSAC DFGG grantees and DFGG implementing government institutions that are involved in the designing, implementation, monitoring and evaluation of social accountability and good governance initiatives.

The participants might be divided in the two workshops according to their functions/positions; one workshop aiming at higher lever staff and the other aiming at lower level staff and practitioners.The maximum number of participants for each workshop is 25, thereby making the total number of participants 50. The rationale behind the relative small group sizes is that it will allow participants a greater opportunity to actively engage in the workshop and topics being presented.

TAF will utilize its knowledge and expertise in the areas of gender, social accountability and good governance to develop the training. TAF will rely on both external resources (individual/s) and in-house resources (from Cambodia and the region). External resources may to be drawn upon may include: UN Women, NCDD's gender advisor, the Ministry of Women's Affairs, and others. A learning coordinator consultant will be recruited to implement the theme.

Duration and Location
Two workshops will be carried out over two days conducted in mid-January, 2012

  • Workshop One – Practitioners: held in Phnom Penh at a function centre.
  • Workshop Two – Higher level staff: held in Phnom Penh at a function centre.
